"The development of a community nurtured for decades can be destroyed by disaster in a matter of hours, even seconds. This is why the dangers posed by hazards cannot be ignored. As we all know, the Philippines is very vulnerable to climate-related and geological disturbances which result in disasters, The magrutude of losses and damages from these disasters is enormous, as proven in the aftermath of Typhoon Yolanda that caught the attention of the nation and the global community. Much could have been preserved, thousands could have been still living today, and billions worth of investment could have been saved if our people, communities, and institutions were prepared for disaster events like Typhoon Yolanda. More than preparedness for the disaster itself, there would have been less loss if there was conscious effort in reducing risks and vulnerabilities of our communities.
Education is one of the key strategies in promoting disaster risk reduction and management (DRRM).
The integration of DRRM in the K-12 curriculum is supported by Republic Act No. 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010. It is concretized through the course Disaster Readiness and Risk Reduction. For this purpose, the book "Saving Lives, Protecting Communities: Disaster Readiness and Risk Reduction in the Philippine Setting" is developed primarily as a reference and guidebook in the conduct of the said course for Grades 11 to 12. It can also be used in informal training for disaster workers and volunteers. This book will help the students understand the basic concepts and processes in disaster risk reduction and management, develop competencies that will enable them to prepare for disasters, respond to disasters, and recover from disasters; cultivate proper attitude and behavior that can sustain disaster risk reduction; and come up with disaster risk reduction activities at home, in school, and in the community.
The book covers an analysis of selected natural and human induced-hazards and ways to reduce risks and prepare for disasters caused by these hazards. Each lesson contains readings, assessment tools, and projects that will enable the students to apply what they have learned, thus ensuring the development of competencies expected from them. We hope that after using the book, the students will be able to contribute to reducing disaster risks and building resilience in their respective communities." —Preface
