Summary, etc Summary: One of the major causes of traffic congestion in the Philippines is the increase in vehicle population as evidenced by several studies revealing that the trend in vehicle sales and registration is constantly increasing throughout years. Due to this, one of the possible solutions to the traffic congestion in the country is the application of a vehicle qouta system, similar to the one implemented in the country of Singapore, regulating vehicle ownership and registration. In relation to this, this study aims to assess the legal viability of a vehicle qouta system in the Philippine jurisdiction. Specifically, this study seeks to dissect the right to property, particularly its scope and limitations and determine the compliance of the proposed vehicle qouta system to the legal standard set by the Constitution, statues, international laws, and jurisprudence for the valid limitation of the right to property.<br/><br/>This study applied the qualitative research using data on vehicle qouta system, the right to property, and other relevant data found in the laws, statutes, and jurisprudence. In analyzing the data gathered, the researcher uses the black letter law or the doctrinal method to analyze different provisions found in the Constitution, statutes, and interrelated rules, concepts, doctrines, and principles from existing jurisprudence.<br/><br/>It is found that the proposed vehicle qouta system has complied with the legal standards set forth by the Constitution, statutes, jurisprudence. Hence, it is concluded that the proposed vehicle qouta system is valid limitation of the right to property and is legally viable to the Philippine setting. Therefore, the proposed vehicle qouta system should be applied in the Philippines in order to alleviate the worsening traffic congestion int the country.
