"The working man's welfare has always been a priority of every government around the world. In fact, the United Nations Economic and Social Council has a specialized agency-the International Labor Organization-which is devoted to promoting social justice and internationally recognized human and labor rights, pursuing its mission that social justice is essential to universal and lasting peace<br/><br/>The Philippines, as a member of the United Nations, has enshrined in its Constitution the affirmation of labor as a primary social and economic force, the protection of the rights of workers, and the promotion of their welfare. Hence, every employer, including the government, must see to it that the constitutional mandate of affording protection to labor is implemented not only in papers, but also in real life.<br/><br/>Moreover, the Bible admonished mankind, particularly the employers, in Deuteronomy 24:14, "Do not take advantage of a hired worker who is poor and needy, whether that worker is a fellow Israelite or a foreigner residing in one of your towns."<br/><br/>Therefore, the clear understanding of Labor Laws and the decisions of the Supreme Court on labor issues by the public, particularly the students enrolled in Labor subjects, will enable them to appreciate the important role of the working men and women in all societies in the world through the different historical epochs and do something to help promote the welfare of the working class.<br/><br/>On the other hand, Labor Relations and Negotiations is one of the important core subjects in the Bachelor of Science in Business Administration (BSBA) as provided by the Commission on Higher Education (CHED) Memorandum Order No. 17, s. 2017. As such, a student enrolled in this program must take and pass the subject for his/her graduation.<br/><br/>The author, a practitioner and a professor in Labor Law, has undertaken the task of writing this textbook in the hope of making a simple contribution for the greater understanding of Labor Laws by the students, practitioners, employers, and, most of all, the working men and women.<br/><br/>This textbook is divided into five chapters. Painstaking efforts were made to make this textbook as updated as possible. Recent decisions of the Supreme Court are also included to enable the students to appreciate the application of the laws in real-life situations." -- Preface. |
