"This worktext has three units. Unit I aids in deepening the understanding of why and how people experience disasters not just in the Philippines but on a global scale. The basic concepts of disaster, disaster risk, exposure, vulnerability, and hazards are covered in this unit. The sources of disasters and vulnerabilities and the various situations each community has are emphasized as well. More importantly, the interplay of various forces in relation to disaster is discussed. The occurrence of a disaster is never a one-sided phenomenon-relationships of disaster risk contributors must continually be evaluated. Unit Il centers on the natural disasters and their management. The science behind the occurrence of such events is identified and the concepts learned from Unit I are applied in this unit. In addition, various ways of monitoring, preparing, and responding are also highlighted. Unit IlII focuses on the concepts, policies, and programs in managing and understanding disaster risks. The reasons as to why the Philippines crafted programs and initiatives to increase safety and resilience are presented in this unit. The global standards and laws, and community-based approaches that are worth following, are highlighted as well.
