Summary, etc "This textbook is a part of "Friction Ridge Print Principles and Best Practices in Examination," which comes in six (6) separate but interwoven series of books that are both practical in present times and culled from recent literatures in the field. This series humbly aims to be considered as the advanced version of the FBI's Advanced Latent Fingerprint School manual which was compiled in 1982, while it covers only the basics of the IAI's The Fingerprint Sourcebook that was published on 2011. However, despite the growing body of research pertaining to the growth and structure of friction skin, and the nature of its transferred image print, this treatise is still a work in progress. the latent<br/><br/>The first part was the Foundation of Friction Ridge Print Examination, which was published on year 2017. This second part will introduce to the readers that friction ridge skin is a complex, unique unique, and persistent morphological structure. This is not a litany of the basics of fingerprinting, however, like the usual available books in the local market which imposes information like a dogma to the readers, who are left discontented in seeking for the in-depth discussions of every principle which tend to let them just admit it at face value, like the commonly-asked-question, "how we can say that fingerprint is unique when in fact we did not able to see the fingerprints of the world and compare them to each other?", if not that the contents are just in outline form like a review class material, which are bereft of detailed discussion for the satisfaction of a curious learner.<br/><br/>There are stunning facts presented here for the first time that challenge the conventional wisdom among Filipino fingerprint examiners and educators. They are designed in the way that it could provoke thinking and discussion, not controversy, as it tries to present ideas that would invite argument with the members of the forensic community, like the traditional belief of the three dogmatic principles. Above anything else, the call to remain current in this one area of forensic identification technique is always sought as this is a new era for this profession and stagnation cannot be tolerated. A US Supreme Court Justice, Felix Frankfurter. once penned. "Wisdom too often never comes, and so one ought not to reject it merely because it comes late."<br/><br/>Friction ridge skin impressions have been used for over 100 years as a means of personal identification. Two characteristics of these impressions make them useful for identification First, barring injury or disease, friction ridge patterns persist throughout the lifetime of the individual. Second, friction ridge formations are highly variable among individuals, making them useful for distinguishing one individual from another.<br/><br/>Contact with a surface may result in an impression of the friction ridge skin. However, the resulting impression is not a perfect recording of the skin itself, as it is subject to distortions and environmental effects. Each impression from the same area of friction skin will reproduce a subset of the skin's discriminating features that will vary in appearance from other impressions from the same source skin.<br/><br/>Since then, fingerprint identification evidence had explicitly been accepted by courts, however, not one of these courts consider the essential question of the reliability of latent fingerprint identifications, of which the National Institute of Justice (NIJ), the research arm of the United States Department of Justice, had admitted in the form of a formal "Solicitation" for "Forensic Friction Ridge (Fingerprint) Examination Validation Studies," issued in March of 2000. The Solicitation, way back 2000, explicitly recognizes then that the fingerprint field needs to conduct basic research to determine the scientific validity of individuality in friction ridge examination based on measurement of features, quantification, and statistical analysis." The US DOJ admits: "the theoretical basis for (fingerprint) individuality has had limited study and needs additional work to demonstrate de statistical basis for identifications." —Preface
