"The Barangay Justice System (BJS) was created to deliver accessible, timely, and equitable dispute resolution at the grassroots. This study evaluates the efficacy of the Community Mediation Program in Barangay Kasambagan, Cebu City, with explicit recognition that the evaluative dimensions differ by respondent type: complainants and respondents judge outcomes and user-facing qualities (fairness of resolutions, timeliness, accessibility, and satisfaction), whereas mediators evaluate procedural and operational qualities (fairness of mediation procedures, timeliness in concluding disputes, facilitation of accessibility, and implementation of procedures). This analytical separation is central to the study's design and conclusions: perceptions of efficacy cannot be conflated across actors, each perspective reveals complementary but distinct institutional strengths and failures that demand targeted reforms. This investigation employed the descriptive-correlational research design to gather quantitative data and describe the relationship between respondents demographic profiles and their perceived efficacy of the community mediation program without manipulation of variables. The respondents included complainants, respondents, and mediators from Barangay Kasambagan. Data were collected through a researcher-made survey questionnaire, and analyzed using percentage, weighted mean, and Chi-square test to determine the relationships among demographic factors such as age, gender, civil status, type of dispute, mediation outcome, educational attainment, training attended, and years of service and the corresponding dimensions of mediation efficacy. Ethical principles of beneficence, non-maleficence, justice, and autonomy guided the research process, ensuring voluntary participation, confidentiality, non-discrimination, and informed consent throughout the study. The findings revealed that complainants and respondents rated the program as satisfactory in fairness and overall satisfaction, but only fair in timeliness and accessibility, suggesting delays and procedural barriers that undermine its responsiveness. Conversely, mediators rated the program as excellent in facilitation and implementation, yet only satisfactory in fairness and timeliness, indicating procedural competence but deficiencies in case management and enforcement Statistical analyses revealed significant relationships between age and type of dispute with perceptions of efficacy, while other demographic variables showed limited or no significant association.<br/><br/>In conclusion, while the Barangay Justice System in Barangay Kasambagan demonstrates effectiveness in ensuring fairness and procedural implementation, its efficacy remains hampered by systemic delays, limited accessibility, and weak enforcement mechanisms. These findings underscore the need for targeted reforms-including capacity-building for mediators, stricter adherence to mediation timelines, and stronger enforcement of agreements to restore public confidence and strengthen the integrity of community-based justice. The study calls for a renewed commitment to making mediation not only legally mandated but genuinely efficient, equitable, and trusted by the people it serves." —Abstract |
