Summary, etc Summary: It is time to revisit Article II, Section 26 of the 1987 Philippine Constitution which states: "The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law." in the legal context as mandated under our 1987 Philippine Constitution it states that, the State shall protect and advance the right of the people or public service, and prohibit political dynasties as may be defined by law.

It is therefore necessary that a law be passed defining the term political dynasty to set the metes and bounds and to carry out the Constitutional mandate against political dynasty to guarantee equal access to public service and restore the authentic ideals of democracy and to bring back the people's trust in the political system and governance.

This study aims to present or establish a definition of political dynasty. This research is structured to provide a definition of political dynasties according to the perceptions of the respondents of this paper, to previous studies and past literatures as conducted by the other researchers, to the Records of the 1987 Constitutional Commission, to the House and Senate Bills passed by some legislators and to the new RA 10742 Sangguniang Kabataan Reform Act. Lastly, this paper provided on how political dynasty shall be defined and prohibited by Congress.
