Summary, etc Summary: The number of international tourist arrivals reached 940.0 million worldwide in 2010 (UNWTO, 2010). It plays a vital role in the tourism industry and economy of Metro Cebu. The purpose of this study is to determine the factors that influence foreign tourists to spend their vacation in Metro Cebu. This study utilized descriptive-correlational survey method. The data were collected through a researcher-made questionnaire that was answered by 100 foreign tourists who visited Sto. Niño Church, Magellan's Cross and Fort San Pedro at the time of the study. The findings showed that majority of the foreign tourists who spent their vacation in Metro Cebu were within 19-28 years old, males, single, and mostly Americans. The respondents perceived that the factors that influence them to spend their vacation in Metro Cebu were historical, financial, environmental, as well as personal. There was no significant relationship between the profile of the respondents and their perceptions towards the factors that influence them to spend vacation in Metro Cebu. Foreigners were mainly influenced to spend their vacation in Cebu because they wanted to learn Cebuano's culture and immerse with the Cebuano's way of life. Knowing the events of past would give them better understanding of the present and widening their horizon of understanding the culture of the Filipino. Thus, the researchers recommended that Cebu City heritage development plan should be implemented for the further development of the heritage sites in Cebu to attract more tourists.
