The study uses the multi- research method. Data are also gathered from the eleven (11) key- informants. A structured interview guide was used as the main tool for data gathering. Also, thematic analysis was applied to analyze of he informants. Based on the result of the study, there are various socio- economic, environmental and health issues. The energy laws/policies in the country run counter to the constitutional mandate and to the international standards. As a result, there is a clear manifestation of the energy laws/policies not being compatible with environmental laws since the government is more inclined to the weak sustainability approach. Thus, pursuant to the framework of functionalism, enactment of a law and issuance of administrative order are needed in order to strike a balance between energy needs and environmental laws. In consequence this study recommends the issuance of DENR administrative order to adjust and change the ambient air quality standards in response to the updates released by the WHO in 2005 in order to address the concern of striking a balance between the energy needs and environmental laws; to implement a moratorium on the issuance of the new Coal Operating contracts and on the expansion and and construction of the coal- fired power plants as a remedial measure to address the power crisis; to invest in renewable energy resources in order to supply the energy needs of the country without compromising the environment; to put a cap on the energy sourced from coal- fired power plants; and to implement stringent limits on the greenhouse gases emissions and comply the international standards and commitments.
