"Crime in the Philippines remains a significant social issue, with factors such as poverty, unemployment, and lack of access to education often driving individuals toward criminal behavior. Despite various law enforcement efforts, recidivism remains a persistent problem, with many rehabilitated offenders returning to criminal activities after serving their sentences. This study explored the underlying reasons for this recurrence of criminal behavior, focusing on the challenges faced by the Barangay Officials during their journey of handling rehabilitated offenders in reintegrating into society. The research identifies key factors contributing to recidivism, including limited rehabilitation support, social stigma, family influence, and inadequate employment opportunities. By examining these issues, the study highlighted the critical need for comprehensive way of rehabilitation and reintegration programs that address both the personal and societal barriers faced by rehabilitated offenders.

This study is a transcendental phenomenology as a qualitative research method to provide a deeper understanding of respondents, behaviors, attitudes thoughts, feelings, and social interactions. The researchers conducted narrative interviews and in-depth interviews to collect the needed data among the former offenders residing in selected Barangay in Cebu City South District as the research respondents. The researchers are done voluntarily, and any pertaining information are kept confidential A set of perceptions, perspectives, life experiences in social interaction, and coping strategies, guided this debate. This study will explore the perceived needs of ex-offenders. The study revealed insights into the challenges and strategies involved in thereintegration of rehabilitated offenders, based on the experiences of barangay officials in Cebu South District. Themes were revealed in barangay official's responses in their experiences in dealing with rehabilitated offenders such as Rehabilitated offenders in community reintegration Witnessed recidivism: Impact of training and seminars on behaviors, Successful rehabilitation Rehabilitated offenders feared them. Rehabilitated offenders under community service, Collaboration with Stakeholders Follow-up and Monitoring, Provide Supportive Environment. Implement Community Based Programs. Attend Training and Seminars for Character and Skills Development: Livelihood Activities Engagement, Help Rehabilitated Offenders through Job Fairs: Pursue in TESDA Program, Collaboration with Stakeholders Programs Assist to Pursue Education, Participate in Livelihood Project and Seminars, Guide Towards Employment Opportunities: Humanitarian Approach and Engaged in Livelihood Projects, Activities, and Training Programs, Engaged in Barangay Social Activities Activities: Spiritual Development with Families and Friends, Encouraged Participation in Barangay Activities like Seminars and Training: Collaboration of Barangay Officials and Stakeholders in Social Activities, Trainings and Seminars, Engaged Social Activities, Training and Seminars, Attend Training, Seminars and Livelihood Activities with Stakeholders Programs: Pursue the TESDA Program, Encouragement and Support: Collaboration and Cooperation, Visible Progress and Growth of Rehabilitated Offenders: Positive Program Management and Implementation Challenges in Program Implementation, Working Closely among Barangay Officials and Stakeholders: Teamwork and Support, Barangay and stakeholders support. Therefore, the study underscores the importance of positioning barangay officials in the successful reintegration of rehabilitated offenders. Their strategies not only meet the needs of rehabilitated offenders but also improve community safety and unity, showing how important local leadership is in helping with rehabilitation and reintegration."
