The curriculum gives this course tittle without any course description to guide us in the preparation of textbooks Hence this author uses his experience as one of the members of the TWG of the former CMO 21. 5. 2005 το come up with this comprehensive textbook

As a guide to those who will be handling this subject in their respective schools and will be using this texfbook, the book delved into a wide range of topics in a conceptual presentation. It will not be difficult for you to use this book by simply comprehending and expanding your knowledge regarding the topics provided. On the practicum part, after having discussed all the necessary topics, you group your students and come up with cases involving those special or high profile crimes using the technical rules of investigation provided in Chapter III to practice a mock investigation and court presentation.

I would encourage you therefore to make the activity more exciting for the students by assigning those crimes involving economy, corporate crimes and others then let them use the simplified rules of forensic accounting as their instrument in their mock investigation.

This is indeed the right time, let us not limits our instructions to our future criminologist on street crimes because today, white collar crimes are more pervasive. destructive and brings down the economy of every nation. Let us prepare future criminologists and law enforcers to more vigilant by understanding which crimes are more dangerous then give actions for it.

It is very ironic that what we are giving focus in our criminology education is superimposing to our students the blue collar crimes and neglect the bigger ones, the white collar criminals. The main reason we ourselves are ignorant of it also. Try to scrutinize our so called revised penal code is it not focused only on street crimes, then discover who develops these laws. Actually we just adopted these from our colonizers who look upon us Filipinos as ignorant so they set these laws to protect their own interest.

But also observe that due to the education they themselves provided us, many Filipinos were awaken, join politics and start defining special crimes and as we observe these special crimes are those committed by those who are controlling our economy, politics and even our social environment. Now the question is, these special laws are already there, who will implement them when we fail to educate our future law enforcers to implement.

The challenge is at hand, we cannot afford to lay down our arms in surrender and just watch those persons in authorities and to circumvent existing laws for their own benefits. The time is now ripe to educate our young to more vigilant, service oriented and patriotic." —Foreword
