"No community in our country is said to be free on the problems on illicit drug use. Despite years of drug suppression efforts by all levels of government and by numerous anti-drug organizations, the cycle of drug use continues. In answer to the globally challenging problem of the illicit trafficking and proliferation of dangerous drugs and to strengthen the anti-drug abuse program of the government, Republic Act 9165, otherwise known as the Comprehensive Dangerous Drugs Act of 2002 was passed, which in July 4, 2002, effectively repealed and replaced the existing drug law, R.A. 6425, otherwise known as the Dangerous Drugs Act of 1972. —Preface
