Summary: "When Republic Act 7836, known as the Philippine Teachers Professionalization Act of 1994 became a law on Dec. 16, 1994, the Philippine Regulation Commission (PRC) was tasked to strengthen the supervision and regulation of the teaching profession. PRC then prescribed the Licensure Examination for Teachers. (LET) If education is to succeed in promoting the general welfare and in preserving life, effective teaching is required. To be an effective teacher of the young, the teacher is expected to be above board in integrity, in knowledge, committed to possess and practice personal values and to continue in his personal commitment to unselfishly guide the youth for future leadership. All the foregoing requirements will be futile if one fails to pass the Licensure Examination and he/she cannot have a permanent regular teaching position." —Foreword
