Pursuant to this grant of autonomy, the Local Government Code created the Sanggunian. It is a body whose member are local elected officials. The Sanggunian is known as the Legislative Department in a Local Government Unit. Law and jurisprudence provide, however, that it is also vested with Quasi-judicial power. This thesis is committed on evaluating the Sanggunian as a Quasi-judicial tribunal. The subjects of this research are the Sanggunian Panlungsod of Cebu City and the sanggunian Panlalawigan of Cebu Province. To effectively function as a Quasi-judicial tribunal, data showed that a Sanggunian needs to comply with certain standard set forth by law and literature. It is shown that the Sanggunians in Cebu face several challenges which make the compliance of these standards a difficult endeavour. One of these challenges is their political affiliations. Findings revealed that the Sanggunians of Cebu are complying with the requirements of set forth by law and literature amidst these challenges, particularly , their political affiliations.
