This study used descriptive research method utilizing search-made questionnaires to gather data to the 80 respondents from the 20 selected travel agencies in Cebu City. To analyze the data, simple percentage, weighted median, Mann-Whitney U and T-Test were computed. The data show that majority of the travel agencies were in sole proprietorship operating for 9 years or more with 1 to 10 employees and an estimated annual income of PHP 250,000 or less. They mainly offer hotel reservation, airline ticketing , tour packaging, ancillary services and shipping line ticketing. The most common challenges encountered by the travel agencies in Cebu City were seasonality, terrorist threats, expensive advertising cost, lots of competitors offering the same products and services, the increasing number of independent travelers and most of the travelers preferred to booked online in order for them to save money. The researchers recommended that an intervention scheme should be implemented for travel agencies to handle effectively and efficiently the challenge they encountered.
