Though traffic jams resulted in massive delays, increased fuel wastage and monetary losses due to poorly planned road networks, a common outcome in any area in the presence of small areas hotspot for congestion. Poor traffic management around these hotspots potentially elongated traffic jams. This study aimed to determine the factors affecting traffic congestion along Banilad road Cebu City through as perceived by the road user-respondents. A proposed action plan to improve the traffic rules implementation is designed based on findings of the study. The study utilized a descriptive-correlative design. A total of 50 respondents were considered through quota sampling technique. This study was conducted at Banilad, Cebu City. A researcher-made questionnaire was used in data gathering. Data were treated using percent, weighted mean, chi-square, and Cramer's V. Findings for respondent revealed that majority were within the age range of 18-23 years old. Male respondents constituted 58%. A total of 92% were single in civil status. As to their highest educational attainment, 29% were college level.
