These reforms were intended to address critical issues of our justice system, which include but not limited to case congestion's, delay, budget, deficiencies,and heavy workload of Government employees in the judiciary. Despite the passage of judicial reforms, the problem remains. This study seeks to determine the efficiency and effectiveness of the Judicial Affidavits rule, which is one of the Judicial reforms that is now in place. To achieve this goal, the researcher utilized the mixed method research design, which employs both quantitative data, while the thematic analysis theory was used to assess the qualitative data. In assessing the efficiency, researcher evaluated the perceptions of respondents who are judges, prosecutors, private lawyers and their clients, in terms of time, economic and psychologic aspect.The researcher administered surveys and questionnaires to 2 persons per respondent classification in MTC's and RTC's of Surigao, Mandaue and Cebu.The effectiveness, on the other hand, is assessed based only on the perception of 5 judges in MTC and RTC of Cebu City. This aspect is focused on determining whether or not the application of judicial affidavits, in place of a direct examination, hampers the effective promulgation of judgment. It is concluded that the Judicial Affidavit Rule is indeed effective and efficient as to time and psychologic aspect but not as the economic aspect. ER -
