  <abstract>The OTOP program by the Department of Trade and Industry (DTI) in the Philippines assists local communities in identifying and promoting a unique product of service, thereby fostering empowerment. It supports micro, small, and medium enterprises (MSMEs) in creating, marketing, and selling unique products and services utilizing local talents, skills, and indigenous resources. It promotes opportunities for enhancement to understand and boost the effectiveness of local food product development. Despite this support, many local food entrepreneurs in Cebu face challenges such as financial limitations, inconsistent product quality, outdated production methods, and weak marketing strategies. These barriers prevent them from fully benefiting from the program. This study explores their experiences, the obstacles they face, and ways to improve Onee Town One Product's impact.</abstract>
