N2  - "The researchers decided to focus on the challenges encountered by the Philippine National Police Explosive Ordnance Disposal [PNP-EOD] Unit in Cebu City after experiencing firsthand the disruption and fear caused by a bomb threat at the University of Cebu Banilad Campus. That incident left a lasting impression on the researchers and sparked their collective interest in understanding how bomb threats are handled and what difficulties EOD personnel face during such critical operations. The experience highlighted the importance of preparedness, quick response, and public awareness in ensuring the safety of students, personnel, and the wider community.

This study utilized a phenomenological research approach to explore and understand the lived experiences of personnel from the Philippine National Police -Explosive Ordnance Disposal [PNP-EOD] Unit in dealing with explosive-related incidents. The study focused on EOD personnel assigned at PC Hills, Barangay Apas, Lahug, Cebu City, aiming to identify the key challenges they encountered in the performance of their duties.

A total of ten (10) informants participated in the study, each with at least three (3) years of experience in explosive ordnance disposal operations. To gather relevant data, the researchers developed a semi-structured interview guide consisting of open-ended questions related to the challenges faced by EOD personnel during their operations. All interviews wore audio-recorded, transcribed verbatim, and analyzed using thematic analysis to identify recurring patterns, themes, and significant insights derived from their experiences. The findings identified vital challenges faced by PNP-Explosive Ordnance Disposal [EOD] personnel, particularly in handling explosive-related incidents. These challenges centered on the adoption of new techniques and technologies, coordination and communication, equipment and logistics, and time pressure. The study revealed issues such as insufficient training, difficulties in adopting and maintaining modern equipment, limited coordination among agencies, communication gaps, procurement delays, mobility constraints, and the impact of time pressure on decision-making.

The study also identified coping mechanisms employed by EOD personnel, including strategies for resilience and psychological and emotional support systems that help them manage stress. Therefore, training enhancement, improved inter-agency coordination, adequate logistical support, and continuous mental health programs are recommended to strengthen the preparedness, efficiency, and well-being of PNP-Explosive Ordnance Disposal [EOD] personnel." —Abstract
