N2  - "This study examined community perceptions regarding the effectiveness of the Barangay Justice System, specifically focusing on community mediation programs in resolving disputes. The Barangay Justice System, known as Katarungang Pambarangay, served as a primary mechanism for addressing conflicts at the local level, aiming to reduce the caseload of formal courts. Despite its implementation nationwide, limited research had explored how community members perceived the success and challenges of mediation programs. The study addressed this gap by evaluating the effectiveness of mediation in fostering peaceful resolutions and strengthening community relationships.

A descriptive research design was employed, involving 140 respondents from Barangay Hippodromo, Cebu City Data were collected through structured questionnaires and analyzed using statistical tools such as weighted mean, frequency distribution, and chi-square tests to ensure accuracy and reliability of results. Findings revealed that most mediators were older adults, predominantly male, married, and college-educated, with one to five years of experience as Lupon members

Fairness and accessibility of mediation were rated satisfactory, though timeliness needed improvement. Statistical results showed no significant link between mediators' age, gender, or education and effectiveness, but civil status affected timeliness, with married mediators handling disputes more efficiently. Complainants viewed the process as generally fair and accessible but noted the need for better neutrality, communication, and follow-op. Overall, the Barangay Hippodromo mediation program effectively promoted community harmony and dispute resolution, though further improvements in communication, training, and monitoring are needed to enhance fairness and public trust in the Barangay Justice System." —Abstract
