In order to determine the proficiency level of the BSED, the researchers sought to answer queries about the profile of the respondents in terms of their age, gender, resident's, parents' educational attainment , parents' monthly income,and availability of reading materials at home. Moreover, the study also verified the reading proficiency of the respondents as well as it sought to determine what recommendations were needed. The researchers employed the descriptive-correctional design. The research findings revealed that most of the respondents belong to the age bracket 17 to 18. Likewise most of the respondents were females. Many of them live in the nearby barangays of Cebu City. Most of the respondents parents were functionally literate. Moreover, most of the parents income range from 1000 to 10000 pesos only.It was also revealed that University of Banilad has a satisfactory number of reading resources.It was further revealed that their reading resources at home ware adequate in number. The researchers disclosed the reading level of the students belonged to factual reading level thus, the students can understand basic facts and ideas extracted form explicit or stated information given in the text. They recommended that student respondents must be exposed to more reading practices to heighten their reading proficiency level.Also to maximize the development of their reading skills, the college of education should plan for a reading enhancement program like Science Research Associates (SRA).
