This partnership then opens the question of the effectiveness of local disciplinary committees for erring local elective officials in handling administrative cases especially since it is composed of politicians who are members of different political parties. The researcher then sought to explore pitfalls of the disciplinary committee and whether its members can ensure speedy and fair dispositions of the cases. The study evaluated the disciplinary committee as to the rules and procedures employed, the composition, the degree of penalty imposed, the experiences of the erring officials, and the rate of disposition. In doing so, the study utilized the multi method of research which employs a combination of qualitative-thematic approach with the aid of the tenets of organizational justice, such as: procedural,distributive, and interactional justice. The disciplinary committee has inconsistent formulation and implementation of rules and procedures,lack of qualifications of the members of the committee,and lack of procedures in choosing the composition of such committee,lack of clear basis in the imposition of a penalty, inconsistent ways of conducting investigations and decision making, and has a slow rate of dispositions. These are all results of inadequate provisions on disciplinary actions in the Local Government Code which enables political influence to infiltrate into the disciplinary mechanism itself.
