"In this day and age of rapid technological advances and innovations, sound and reliable information is the foundation of critical decision-making across health systems. A full-proof and well-functioning health information system is essential for the collection and generation of utilizable data to timely inform all relevant stakeholders for planning, review, monitoring, and over-all quality assurance and continuous improvement of the healthcare system.

In many nations, including the Philippines, the COVID-19 pandemic revealed how crucial Health Information System (HIS) is. To efficiently and effectively manage a pandemic like this, the scope, relevance, serviceability, and interoperability of HIS endeavors are critical now more than ever. The recent integration of Health Information System as a foundation course in the Medical Laboratory Science curriculum is aligned with these efforts to prepare future health allied professionals to be adept and proficient with the importance, operational use, and impact of these well-established systems in the attainment of Universal Health Care.

In the advent of more adaptable electronic health information systems that are integrated in diagnostic testing, such as mobile communications technology adjunct to the prolific access to the internet, the rise of "e-health" emerged. These electronic tools and decisions support systems proved to be effective in improving health system performance. Having these tools integrated as e-learning platforms early on in the academic program would better prepare our aspiring Medical Laboratory Scientists for the promising future that awaits.

Similar to the first edition of this textbook, it provides a clear outline of the Health Information System as it applies to the practice of Medical Laboratory Science here and abroad. The seamless flow of topics in this book from an overview of the information management and technology for practicing health care personnel as well as an extensive overview of the Health Care Delivery System in the Philippines and how this system employs various types of health information system for all its operational needs ensures that medical laboratory science students can acquire a good grasp of these concepts.

This material covers a one-semester undergraduate course in health information system with focus and prominence on the practice of the medical laboratory science profession. Internet sources are cited to provide supplemental information as well as cross-referencing The learners and facilitators are guided by the Lessons Intended Learning Outcomes (LILO) as they are strategically placed at the start of each lesson. Moreover, an electronic code comes with each book to access the learner's portal, which allows actual hands-on application of various HIS tools. The portal provides an actual interface of the three (3) major health information system tackled in this material, namely Hospital Information System (HIS), Laboratory Information System (LIS), and Material Information System (MIS). Apart from the hands-on application of these systems, performance evaluation is also enhanced since most activities and outputs can be uploaded and generated from the portal, truly an application of information technology.
