520			_a"Maternal and infant mortality is a global concern despite it being preventable. In 2020, the World Health Organization (WHO) reported 287,000 women succumbing to pregnancy and childbirth-related causes, ninety-five percent (95%) of which occurred in low and lower-middle-income countries (2023). Moreover, a daily toll of nearly 800 women dying from preventable factors tied to pregnancy and childbirth in 2020 has also been recorded, with maternal deaths occurring approximately every two minutes. On the other hand, neonatal mortality averaged a global rate of 18 deaths per 1,000 live births in 2021. Newborn health is closely associated with maternal health; hence, there is a need to prioritize maternal health. A worldwide effort was initiated to address this concern. The United Nations, together with the World Health Organization, launched Sustainable Development Goal 3 for 2030 with a general agenda to reduce the incidence of preventable diseases and provide efficient healthcare for all. The specific target of this agenda is to reduce the maternal mortality rate to less than 70 per 100,000 live births worldwide, as well as to end preventable deaths of newborns and children below 5 years old. At the core of this global effort is prenatal care, which serves as the forefront for pregnant women to access a variety of health services, including all aspects of evaluating and tracking pregnancy, including dietary support and supplements, immunizations, treatment, and prevention of pregnancy problems and preparation for safe and orderly delivery. Guided by this, the Philippines’ Department of Health (DOH) implemented health reforms for rapid reduction of maternal and neonatal mortality through the Maternal, Neonatal, and Child Health and Nutrition (MNCHN) Strategy, which delineates policies and measures for local healthcare systems to tackle health hazards contributing to maternal and neonatal fatalities (AO 2008-0029). The MNCHN Strategy includes prenatal care as part of the minimum standard service, pre-pregnancy services, care during delivery, and postpartum and postnatal care. Moreover, the DOH established programs supporting global goal (SDG 3), including the National Safe Motherhood Program, and Women’s Health and Safe Motherhood projects, among others. Laws and regulations were also implemented instead of this, like the Magna Carta of Women (R.A. 9710), Kalusugan at Nutrisyon ng mag-Nanay Act (R.A. 11148), and the House Bill 6052 – “Maternal and Infant Care Act” that aims to provide prenatal and postnatal services delivered at the homes of mothers by skilled healthcare professionals." --Background of the study
