520 _aSummary: The President Ferdinand Marcos enacted Presidential Decree (P.D.) No. 1508 on June 11, 1978, which first institutionalized the Katarungang Pambarangay. The decree was adopted to formally organize and standardize a system of amicably settling disputes at the barangay level. It aimed to promote the speedy administration of justice and to implement the mandate of the Constitution which is to preserve and develop the Filipino culture and to strengthen the family as a basic social institution. It also aimed to minimize or avoid the indiscriminate filing of cases in the courts of justice, which contributes heavily and unjustifiable to the congestion of court dockets, thus causing deterioration in the quality of justice. This study utilized the qualitative method of research and analyzed the key informants' responses to come up with the common responses as regards the challenges of the Lupon in implementing the Katarungang Pambarangay, its causes, and resolutions to address or overcome the challenges, the perceptions of the Lupon on whether the Katarungang Pambarangay is effective or not as an alternative dispute resolution porovider, and the suggestions and recommendations of the Lupon to enhance the effective implementation of the Katarungang Pambarangay. The common responses were coded to represent or characterize themes. The findings revealed that the Lupong Tagapamayapa encountered challenges which may effect in the implementation of the Katarungang Pambarangay. These include the difficulty in handling cases involving land disputes, low honorarium and non-provision of incentives and benefits, and the difficulty of pacifying the parties for both of them have different principles in life. However, the effect or impact of these challenges encountered by the Lupon in implementing the Katarungang Pambarangay to the attainment of the objectives of the Katarungang Pambarangay is not material. Nevertheless, this study recommends a qualification requirement for a Lupon member the he or she must be a College degree holder, express provision on training and seminars and the mandatory attendance thereof, and budget allocation for the Katarungang Pambarangay to enhance the effective implementation of the Katarungang Pambarangay and to boost the morale and motivation of the Lupon members in the performance of their functions and duties.
