520 _aSummary: The Philippine Judicial System is continually looking for ways to streamline its court operations in an ongoing effort to ensure efficient court operations and to provide timely access to the courts. This study seeks to determine the common problems in the current document filing system of the Cebu City Regional trial Courts and to identify the legal implications to the rules of procedure when the court adopts an automated filing system like what the other foreign courts are doing. After the evaluation, this study further explores the different kinds of filing systems as presently implemented by foreign courts and the corresponding implications in the framework of the rule of court if the Philippines will adopt such type of system. In doing so, the study utilized the qualitative study and applied the document review. The interview was conducted to 25 lawyers who are practicing in Cebu City. Based on the results of the study, one of the most significant challenges is managing the performance of their document filing system of civil cases to meet the growing caseloads efficiently and effectively.As legal practice becomes more technological progress in order to eradicate the problems in the conventional filing system. Many foreign courts such as United States,m Singapore, New Jersey and Malaysia are already implementing the Electronic Filing System (EFS) as the platform to easily submit and retrieve court documents with just a click of the mouse. As the courts shift to electronic environment, one of the effects of adopting an EFS is the modification of the existing rules of procedure, particularly the rules on the filing and service of pleadings that govern the handling of paper documents. In addition, the rules of procedure needs to be amended to address the unique nature of electronic filing and service. From the findings, the study concludes that there is a need for the Cebu City Regional Trial Court to change its current document filing system into an electronic filing system. However,if the courts employ the automated filing system, the current rules on filing and service of pleadings have to be changed.
