520 _aSummary: This changing language policy in education is part of a rising movement around the world to support mother tongue instruction in the early years of a child’s education. In Asia, this is apparent in a growing number of educational programs that use the mother tongue approach. Considering its current implementation, only the Philippines in Southeast Asia having instituted a national policy requiring mother tongue based multilingual education (MTB-MLE) in the primary school years. An interview was conducted in Apas Elementary School. The researchers of this study found out that most of the teachers are having difficulty experiences in handling MTB as one of the subjects in primary education. They expressed their in teaching the mother tongue because primarily they don’t have trainings and practices. It was also not yet implemented on their school curriculum before, same as the current fourth year BEED students students in University of Cebu Banilad. Thus, this study determined the respondents’ efficiency in translating language from Cebuano-Visayan to English and Vice-Versa for creating an intervention plan. This study utilized the descriptive-correlative research design. In gathering data, a researcher-made questionnaire was used. Statistical treatments used for data analysis were simple percentage, average and chi-square test of independence. The participants were thirty (30) students of the Fourth Year BEED in the University of Cebu-Banilad. The Findings of the study showed that the students are moderately efficient in translating language from Cebuano-Visayan and vice-versa. Therefore, the students’ efficiency in translating the said language needed attention and intervention for improvement. The researchers recommended a module that includes a workshop entitled “Developing Language Translation through Workshop by the use of Mother Tongue”.
