520 _aSummary: Nowadays, several organizations have been emerging in every corner of the globe whether it is a business, school, church or political organizations. The goal of every organization is to give service to its members, provide their needs and help attain their objectives and goals. Every organization conducts meetings in order to discuss the problem of the organization, how to attain its goal, and to come up a solution to their problem. In order to attain a good decision and outcome in every meetings, organization must follow or observe the parliamentary procedure. This has been consistently observed by the government and higher organization. But the question is, does small organizations like in the school and in the barangay uses the parliamentary procedure? Parliamentary procedure, which is also called rules of order, is the generally accepted rules, precedents, and practices commonly employed in the governance of deliberative assemblies. Such rules are intended to maintain decorum, to ascertain the will of the majority, to preserve the rights of the majority, and to facilitate the orderly transaction of the business of an assembly. First applied in the early English Parliament and developed ever-ensuing centuries, the procedure enables an organization to accomplish its purposes in a manner that is efficient, fair, and in accordance with democratic traditions (Grolier Encyclopedia. 2004).
